Richard “Trey” Baker has over 10 years of experience in the qualitative and quantitative assessment of transportation policy with a focus on innovative funding, pricing systems, managed lanes, automated and connected vehicles, and public acceptance. Trey works to bridge complex technology and institutional issues with robust public policy research to provide clients with sound insight and guidance as they address the nation’s infrastructure needs. Prior to joining WSP Trey served as Program Manager for the Texas A&M Transportation Institute’s Mobility Management Program in Austin, Texas. He is the current chair of the TRB Standing Committee on Congestion Pricing.
