Debora Rivera is the Director of Transportation Operations for the Florida Department of Transportation in Miami where her responsibilities include delivery of $1 billion in construction; operation of the traffic management center which supports Florida’s first congestion-priced managed lane facility, and only ramp metering system; maintenance of nearly 3000 lane-miles and 90 bridges carrying 57 million vehicle-miles-traveled daily. During her FDOT career Ms. Rivera has served in responsible positions throughout the organization including Maintenance, Permits, Traffic Operations, Planning and Right of Way. In 2007 while serving as the Traffic Operations Engineer, Debora was named the Project Director for 95 Express – one of five UPAs awarded by the FHWA earlier that year. Ms. Rivera received both the Bachelor of Science in Engineering and Master of Business Administration from the University of Florida. She is a registered professional engineer and serves on TRB’s Managed Lanes Committee.
